Building a shutdown scope a contractor can price: QCPs, hold points, data books and what Eskom returnables require

An outage scope that cannot be priced properly is executed badly. This article sets out what a plant should put in front of a contractor, what the contractor should return, and how quality control plans, hold points and data books keep the work honest from award to close-out.

What the plant should issue

A work list by system with the equipment tag numbers; drawings and specifications where they exist; the outage window, access and isolation arrangements; the quality requirements — inspection level, NDT, hold points the client wants to witness; the safety requirements — permit system, appointments, medicals, inductions; and the returnables list for the tender.

What the contractor should return

A priced scope that mirrors the work list; a resource and programme plan that fits the window; a quality control plan outline showing the hold and witness points per activity; a safety file outline with the appointments the scope needs; and the compliance returnables — certificates, CIDB grading, B-BBEE, tax status, COIDA, CSD registration.

Quality control plans and inspection and test plans

The QCP lists every activity with the specification it is checked against, who inspects, and whether the client holds or witnesses the point. It is agreed before work starts — on the conveyor pulley order the plan was counter-signed by Eskom Quality Assurance and the site engineer before manufacture — and it is the document the data book is assembled against.

Hold and witness points

A hold point stops the work until the client has inspected and released it; a witness point notifies the client, who may attend. Placing them at the stages that cannot be inspected later — fit-up before welding, surface preparation before lining, foundations before backfill — is what makes the plan worth having.

The data book

Method statements, the signed QCP, calibration certificates, material certificates and traceability, welder and procedure qualifications, inspection and test records, NDT reports, non-conformance reports with close-outs, and the completion certificate. The plant files it against the asset; the contractor cannot close out without it.

Safety file and appointments

For construction work under the Construction Regulations the contractor carries a safety file with the appointments the scope requires — construction supervisor, competent persons, fall-protection planner — and, where the client appoints it, the Main Contractor responsibilities under section 16(2) of the OHS Act. The file is audited on site; missing appointments stop work.

Common failures

Scopes issued without tag numbers or drawings; contractors priced without a quality plan; hold points placed where nothing can be seen; data books assembled after the fact from memory; and returnables chased at award rather than supplied at tender.

Umbusso capability

Umbusso provides one accountable contract manager from award to final documentation under a quality management system certified to ISO 9001:2015 with project and contract management in scope. The company has held an Eskom Main Contractor appointment, delivered a full data book that Eskom Engineering and Quality accepted, and issues a quality control plan outline with every quotation.
