Blocked plant drains: cleaning methods, confined-space controls and permit requirements

Blocked drains flood plant areas and stop work; clearing them is a confined-space job with real hazards. This article covers how drains block, how they are cleared, and the controls that an approved method statement must contain.

Reviewed by the Safety Officer · September 2026 · Standards referenced: OHS Act General Safety Regulations reg. 5 (confined spaces) · client permit-to-work standard · SANS 10228 (hazardous substances)

Equipment

Plant drainage networks — open channels, buried lines, catch pits, sumps and sump pumps — carrying wash-down water, ash water, oily water and stormwater from plant areas to treatment or discharge.

Failure modes

Blockages from ash, sludge, coal fines, rags and debris; collapsed or corroded drain lines; silted sumps; failed sump pumps; and flooding of plant floors, cable trenches and pump pits.

Common causes

No routine clearing; wash-down practices that push solids into drains; corrosion of buried steel lines; damage from vehicles and excavations; and sump pumps left unmaintained because they are out of sight.

Hazards and controls

Drains and sumps are confined spaces: oxygen deficiency, toxic or flammable gases, engulfment, and slips and falls. Entry requires the site’s permit-to-work, isolation of incoming flows, atmosphere testing before and during entry, a standby person, rescue arrangements, PPE and a method statement approved before work starts. Handling of sludge and oily water follows the site’s environmental requirements.

Cleaning methods

Manual clearing and rodding for short blockages; high-pressure water jetting for lines; vacuum removal of sludge from sumps and pits; and CCTV inspection of buried lines to locate collapses. Removed material is contained and disposed of to the site’s waste procedure.

Maintenance

Schedule drain clearing by area; maintain sump pumps and float switches; keep grating and screens in place at inlets; and record blockage locations so recurring problems are redesigned rather than repeatedly cleared.

Repair and replacement

Repair collapsed or corroded lines by excavation and replacement, or by lining where access allows; rebuild catch pits and sumps where the concrete has failed; replace sump pumps with units sized for the solids they actually see.

Umbusso capability

Umbusso cleans and unblocks plant drains at an Eskom power station under an approved method statement with confined-space entry controls and permit-to-work compliance, as part of its mechanical maintenance service.
